Who are we and what do we do?

The Parish Council covers a wide area that includes not only Billingshurst but also Adversane, Coneyhurst and Five Oaks. Its only statutory function is the provision of allotments; however, its vast array of other activities can be broadly split into two types:

  1. The provision of so-called discretionary services for the benefit of the locality that are not provided by the principal councils (Horsham District and West Sussex County), such as open spaces, Christmas lights, floral displays, some street furniture, Billingshurst Centre (via a charitable arm) and public toilets to name a few.  More information can be found under the Facilities heading on this website.    It undertakes some street cleaning duties of public realm under an agency arrangement and also some private areas under contract. It also funds youth sessions and the Neighbourhood Wardens.

  1. Championing Billingshurst’s cause with other statutory organisations, such as principal councils and government agencies. Included in this is the scrutinising of planning applications affecting the parish and making recommendations to the appropriate planning authority.
