Neighbourhood Plan

 

What is Neighbourhood Planning all about,

and why get involved?

 

  • The Localism Act 2011 introduced the concept of Neighbourhood Plans.
  • Since April 2012, local communities have been able to produce Neighbourhood Plans for their local area, putting in place planning policies for the future development and growth of the neighbourhood.
  • Statute vests the power in the Parish Council to prepare a Neighbourhood Plan.
  • A Neighbourhood Plan is a community-led framework for guiding the future development and growth of an area.
  • It may contain a vision, aims, planning policies, proposals for improving the area or providing new facilities, or allocation of key sites for specific kinds of development.
  • Neighbourhood Plans relate to the use and development of land and associated social, economic and environmental issues.
  • It must be in general conformity with the strategic policies of the adopted Local Plan.

These plans will be used to decide the future of the places where you live and work giving opportunities to:

  • Choose where you want new homes, shops and offices to be built.
  • Have your say on what new buildings should look like.
  • Enable Parish Councils to collect an enhanced rate of Community Infrastructure Levy (CIL).

What Neighbourhood Plans cannot do:-

  • Neighbourhood Plans cannot be used to stop development.
  • Propose policies or allocations contrary to the local planning authorities strategic or national policies.
  • Propose less development than that identified in the Local Plan. The Horsham District Planning Framework (HDPF) identifies 1,500 homes to be delivered throughout the Plan period, but is not specified how many in each parish.

Billingshurst Show - 25 June 2017

Parish Clerk Greg Burt and members of the Neighbourhood Plan Steering Committee had a stand at the Billingshurst Show, where residents were asked their views on our draft Vision & Objectives, which will be sent to all residents early autumn.

 

Neighbourhood Plan Area Designation:

Horsham District Council has confirmed the area designation for the Billingshurst Neighbourhood Plan as the whole parish of Billingshurst.

Planning Consultancy:

Navigus Planning has been appointed as the Planning Consultancy to work with the Steering Committee on the community engagement process to ensure that as much as possible, residents are fully informed when it comes to voting ‘yes’ or ‘no’ in the subsequent referendum. The referendum will decide if the community is happy to adopt the Neighbourhood Plan.

The next meeting of the Neighbourhood Plan Steering Committee will be held at the Billingshurst Centre, Roman Way, Billingshurst on Wednesday 12 July 2017 at 7.30pm.
